VHF Radio Certificate for Inland Navigation (UBI)
Aim
With the UBI certificate, you are allowed to participate in inland waterway radio.
Description
If a radio telephone is installed on board, the person operating the radio must hold a radio operator’s certificate. The VHF radio certificate Binnen (UBI) entitles the holder to participate in inland waterway radio on the waterways of zones 1 to 4 (inland waterways and maritime waterways ‘inland from the seafaring border’) after passing the examination.
It is also important to note that since the entry into force of the BinSchPersV, the UBI radiotelephony certificate must be submitted to the Waterways and Shipping Administration in order to be entered as ‘helmsman’ in the skipper’s service record book. In short, the pure driving time is no longer sufficient for entry.

Applicants must prove that they are at least 15 years old in order to be admitted to the exam.
When you register for the course, you are not automatically registered with an examination board for the radio exam. The WSV’s specialist department for traffic engineering in Koblenz (FVT) is the competent body for issuing radio certificates.

The course fee includes the exam fees and the fees for issuing the UBI radio licence.
